The Permanent Structured Cooperation, or PESCO, is one of the building blocks of the EU’s Defence policy. It was set up in 2017 to enable EU member states to work more closely together in the area of security and defence.

The goal of the EDF is to PESCO projects and others, oblige member states to participate in at least one of the former, and focus funding from the Commission’s European Defence Fund (EDF) on those. Defence spending remains a hard sell for many EU governments, and despite commitments to raise it as a percentage of GDP, the available budget will remain dwarfed by the capabilities of nations such as China and the US. The US budget is approximately 622 billion dollars, while aimed at enhancing European security.
